CANINE EDUCATION DEPARTMENT

As a position with the Harris County Sheriffs Office Neighborhood Policing Division. We have several outreach and education departments for animal law, animal cruelty disaster plans and veterinary public health.

Home Owners Association

Harris County Pets collaborates with HOAs to promote responsible pet ownership, educate residents on local animal laws, and address issues like backyard breeding and roadside sales through community meetings and outreach.

Neighborhood Safety Meetings

Sending animal control officers to discuss local pet laws, backyard breeding risks, roadside animal sales dangers, bite prevention, stray animal issues, and community safety strategies with residents.

Community Events

Providing educational booths, presentations, or animal control officer attendance to inform residents about responsible pet ownership, local animal laws, backyard breeding risks, and public safety measures.

Business Organizations

Chambers of commerce, and professional groups to deliver animal welfare education, discuss pet-related laws, and address community concerns like stray animals and illegal sales through targeted outreach sessions.

Our Canine Education Program travels to local schools for our main goal of SAFETY. With lessons plans  and Goal Objectives

Law Enforcement

The Canine Education Deputy travels day and night to District Roll-Calls, HSCO Academy, outside law enforcement agencies to educate all law enforcement deputies/officer on the following.

The mission of this operation is to stop, prevent and / or reduce backyard breeders from continuing to commit offense.

To continue educate the offenders and suspects of the law and potential issues of live animal sales on roadways.

WHY INITIATIVES

  • Backyard breeders who sell on the side of the road contribute to the overpopulation crisis of dogs and cats in Houston and Harris County. When they are not sold, they are dumped at shelters or worse on the side of the road or used to breed more unwanted animals.

  • Backyard Breeding – not only skirt sales taxes but the breeders also skirt licensing and regulations. Since there are not professional breeders and only looking to make a quick buck, they don’t get licensed which is required by state law.

  • These type of breeding often do not pay for the proper vaccinations for puppies and take puppies too early from their mothers which make them susceptible to diseases. A MAJOR consumer protection along with the animals. If you buy a puppy from a breeder on the side of the road, they will not be there tomorrow. So if the puppy is sick and dies which happen quite often, there is no recourse for the consumer.

  • Selling Animals on the side of the road or in the parking lots cause accidents. Look-Loo slow downs and cause driving hazards.
